Why you put 7 cups of water?

If you add a little water when you cooking time your dough are will become to hard and you have to add the water again because we will add tapioca also we have to calculate for them also..if a little water final result is your dough are not smooth for eat..you can eat but not smooth look like our traditional dessert..that it😊😊😊
