He was not the apprentice of the previous guardian of the moon and it's kinda obvious he's younger than the Leeyon(the guardian of the moon candidate, apprentice of the former guardian of the moon) too, so of course he wouldn't know what to do. Never understood why they even have the apprentice of the guardian of the moon when it's the lamb that makes the final call.

An eclipse is probably categorized as something else like a disaster. For example, maybe an eclipse is when both elements (Sun and Moon) disappear causing their world to plunge into darkness and creates chaos. Or it's a special time when both creatures of night an day meet at a certain point.
