I dont know if it's bugged but I didn't need to do the flour step, I just grabbed all the items, did the criminal knife on the first item and after that talked to all the people later in the vid! Cheers for the guide, was a bit confused hoping I hadn't messed it up but was faster XD

The necklace is just cosmetic, dropping it first allows you to keep it instead of the guard taking it. It has no uses after the quest so feel free to toss it if you need the bank space.
