Abusive text chat report automatically gets discarded if the guy didn't type anything. There's a bluepost somewhere over a HotS dev who implemented that change because he kept getting text chat reports for picking nieche heroes.

People still do that whenever I play, I type GG so they are "valid" I got a murky only acc on which ive recently been climbing, and everytime I pick murky I get reported from my entire team, causes chat mutes/ranked block every couple days. Rn in Gold 5 with 80% winrate tho xD
