I looked at the code for this set and guessed that the track was originally meant for the character Meenah Peixes.

(This code only mentions the character Meenah Peixes, along with its stickers and dialogue.)
There was also speculation on the Internet that it was for Equius Zahhak because of the character's muscular physique

I've seen speculation that the name of the document might indicate that Sans was a muscular man, and I disagree.
One possibility is that Toby just used it without changing the name, he probably didn't think about it that much, and the other possibility is that muscle might actually have something to do with Sans.
There's another possibility, toby thinks someone might misunderstand it, but it still doesn't change its name.
I won't explain why.
