Music Careers in the US Marines from the Purtle Brass Conference

This presentation is from 2011/12 ? My understanding going back 40 years ago was that almost all of the DC band did not go through boot camp. I attended one or two concerts, and as I recall just a few members had Good Conduct Medals. I've seen the band on KZbin recently, and it looks as if everyone is wearing the GCM. Questions: Do all members go through boot camp, including those in DC with music degrees ? If not, who is entitled to the GCM ?
