Who pays the writer/publisher? ASCAP or BMI?

Depends on how the music was played. If the music is a non interactive experience for the listener then that’s a PRO & if the listener is choosing what to listen to then that’s a mechanical right and a MLC will handle that Agency’s like Harry Fox Agency.
