I'm not familiar with that book, but I looked up an overview, and some of Cowell's ideas remind me of the type of rhythmic thinking that Malcolm Braff talks about in his 'General Theory of Rhythm'. Though Braff frequently uses this more as a launch pad for exploring microrhythm - i.e. sliding between different 'harmonics' of beat division. His track 'Crimson Wave' is a good example of this, if you're not familiar with him.
