Elly, the English executed their King and Queen and established parliamentary democracy with the power to remove their ( now) titular sovereign(s). However, in the colony of Jamaica, the British erected a titular sovereign and never placed the people over their public servants. The people could not remove key administrative officials and only remove political public servants by elections, that is, inadequate executive control. This produced the so-called 'parliamentary democracy'. Here, the people had to wait on the calendar in order to replace one culprit by another. This so-called power was never extended to public servants in the public administration. Therefore, it was ineffective.
