It was mainly due to a terror attack not so long ago which was 9/11 back in 2001. So, this resulted in creating laws and policies for elevator photography. Most private property owners and other ordinary people may think these elevator photographers could be terrorists to them and possibly have no idea or knowledge on what elevator photography is all about.
