It is not up to the leaders. I'm !any countries, especially the representative democracies, it is up to the populations themselves to determine how they choose to move forward. There should be no hesitation or delay in calling for the referendums, 54 irrespective processrs, so that we can all be clear as to where each population stands with regards to ceding their nationhood and sovereignty to merge into a new entity.
