My Aerated Static Pile is Dry and Lumpy

My aerated static pile of composting food waste gets dry and lumpy after only two weeks of composting. This happens with high energy waste when we provide adequate aeration to maintain oxygen. How can we best compost food waste to produce a stable and mature compost? The observations invite technology upgrades!
