You honestly do find better loot wise on tactical ops. Lockdown for me is more pvp cause that's where the biggest amount of your take will come from. Solo players who loot like me will find tactical ops is more fun. This week alone I've played all tac ops and have gotten more red items that I have playing a week on lockdown.

Equipment value or the gear doesn't affect the loot, it just makes the enemy richer.
