It's not really an issue at the moment. Nothing much to worry about unless the island doesn't get any rain over the next few months.

Very subjective question. Just depends on what you're looking for. I can say many retirees live in Plai Laem.

I recommend Hive Hotel for modern and Thai Beach House for a classic hotel. Plenty of restaurants and bars to choose from on the beach road in Lamai.
