I think to make the tofu look like in the picture you would've had to press it first, I usually leave mine pressing in the fridge over-night (in a dedicated tofu press). With all the water left in it like that it's just too moist for any of the cornstarch to stick, it ends up soggy instead! But certainly, the firmness of the tofu matters too.
