But he was born and raised in Tokyo and has a Japanese real name "Yagi Toshinori", and he "studied abroad" in the United States when he was in high school, so his nationality is undeniably Japanese. And I think Endeavor is racially Japanese. He is from Shizuoka prefecture and has a traditional Japanese-style mansion there. His real name "Todoroki Enji" is clearly Japanese name. He also has blue eyes, but unlike the "blond and blue eyes", blue eyes alone are not treated as a white symbol in anime. Many colored characters have blue or green eyes by design.
