Sadly, I don't think so. I believe he doesn't altar his own physical features but instead, transforms his whole body into that of another person's. Transforming his limbs into other objects is actually what Yuuto's (Michael's character) quirk is but Yuuto cannot transform completely like Flex does

It wouldn't work because quirks like his would, in theory, make him have evershifting brain waves so the mind manipulation wouldn't work cause his mind is constantly adjusting to new forms/replicating thought process (he can literally think like anyone he turns into) so while transformed he would have two neural energies so it fails, and while base it too unpredictable so it would fail. Meaning if it works on flex imma be mad cause it shouldn't so if it does thats dumb
