Sasuke actually never cut his hair between Naruto Shippuden to Boruto. So his hair should be longer. Like Uchihas never cut their hair, the length of their hair is symbol for how strong they are. The only time they cut their hair is when they lose a battle, that's why madara and his brother had long hair.
