Hi, petetion and visa process will take some time. Since you have to fill DS160 form with the petetion number. And petetion related documents will be completed by employer only. Visa process contains biometric and interview, both can be done on the same day. So approx 20 days time

L1B is only for the candidate who has some unique skills which will be beneficial in USA. While H1B is totally based on lottery based. In H1B one can change the company in USA while on L1B can't. In H1B dependents can't work in USA while in L1B dependents can work.
