Your answer is good , I am Aramco approved technician if this type of situation you must check the slump according to ASTM C143 , if slump meets the allowable tolerance you should be allowed for concrete poring. if any one has more reliable answer plz mentioned me in comments. thanks

Before the commencement of concrete, some presumptive steps are considered, i.e., weather forecast including rainfall and temperature, cold joint treatment chemicals are stored in case there's a malfunction found in the concrete pump/pumps, concrete vibrators, lights, polythene sheets for covering concrete, etc. However, if you fall in a situation like this, it is better to pour concrete but cover it from the direct contact of rain water by pitching polythene sheets on it. Concrete's initial setting time will be achieved in just 15 to 20 minutes after the moment when rain starts and it will reach its final setting time as well under the waterproof polythene cover. Regarding your 4th Question the concrete truck delay to reach the site around 10 or more than 10. what was your answer i did get your answer. shall we allow the truck to pour the concrete?. OR if it is the last truck, Shall we reject the concrete truck and do the finishing whatever we already poured concrete?

It depends on the consultant but it will be good to pour the last truck and avoid cold joint if it’s just 10 minutes delay
