It's true many sections were rebuilt. But construction is still going on , the industrial area hasn't been renovated or rebuilt.. dachas and small houses are still destroyed.

Hopefully they can rebuild the others too. Avdeevka is in similar shape, and the front is now far enough away to begin reconstruction soon. On the other hand Bakhmut and Marinka are completely leveled to the ground, it will take a lot more time and effort to rebuild them.

I've heard residents say Kiev never spent anything on infrastructure after 91. A couple of housing blocks for migrant workers for the factories but after 15 years or so they were in worse shape than the ones built 50yrs before. Substandard building practices and materials Kiev paid top dollar for on the books at least. New cars and a house remodel for the few that owned the contract to build them.
