you can get fire extinguisher bottles with sprinklers.. that is probetly cheaper then placing a ball between each miner better chance of putting out a fire with something that keeps spraying a larger area a miner is inclosed in metal, so it might take a moment to stop the fire. i would go for a system that works for more the 1 sec you do have alot of air replacement so counting on a lack of oxygen thanks to a ball stopping the fire might not be smart a real sprinkler system with the right powder should be no problem when investing this many money if you wanted to take out the fire with a lack of oxygen a gas for the purpuse would also make more sense then a ball, then you can keep adding for a longer period if you can contain the gas in the shed then a bottle of co2 is all it needs to be able to stop a fire in the shed considdering the damage a system can do is also importent imagine one of those balls going of a bottle of co2 you want see anywhere is it worth destroying everything to save a few bucks, when you have that much money invested
