I'm pretty sure that in dbza Vegeta crushed Ginyu Frog killing him And I think the frog in Ginyu's body is so fixated on Cell is because of Cell's patterns being frog like, Ginyu even points this out in FighterZ as to why he didn't want to body swap with Cell in a cut scene

The “Patrick” shape above them doesn’t seem to be anything significant.

I was thinking the reason Frog Ginyu is here is... Well they couldn't really just let a wild frog with Ginyu's body, which is pretty strong, run around heaven or so. And having it in hfil is more manageable. Or they mixed up Frog Ginyu and Ginyu Frog so the other is in heaven instead of the other... Because I would believe that. Because remember in DBZA Ginyu in the Frog's body did die from Vegeta.
