Imo I feel Vader's biggest problem is his lack of team identity. Just about every GL's team makes some form of sense. Leia with r2 and han, Jabba with his cartel, Kylo and his order, ect. Vader being the Empire's GL give him characters that he never met during his un-burned period and don't really mesh with what he's trying to do and maul which makes zero sense. If he had a proper team he probably wouldn't be that bad.
