Honestly I feel like the bigger issue with fishing is the limitations on experience. The main one that sticks out to me is how the admins try to combat fishing macros, by not giving you fishing exp from sea creatures if you're "afk" You know. By standing still. While fishing. The least movement required of all the skills outside of enchanting. I can't say how much exp i've lost to this.

Honestly i love your idea for a fishing rework, the only problem i have is its so fundamentally different from what fishing is now that every other skill would need something similar imo. Like early game mining is breaking ores, late game is same thing but just faster and in different ways, i think to rework early game fishing so heavily youd need to follow suit for the other skills

1.19/1.20 update idea ... use the world size editor to make super deep map where like you start on a beach at the top in the earlygame and then as you progress fishing you go deeper and deeper into the abyss ... and in this area based on the level of the area different level sea creatures can naturally spawn ... and then sort of like the rift in order to survive going deeper you would need to build a stat (like respiration) so you can hold your breath longer and longer
