Hmmm....I don't know right now But you can get started by searching for schools that offer the program you are interested in and going to each of the schools' website (particularly your department) to see if they offer full funding. Most are always stated there (either in form of assistantships, fellowships or other scholarships). For application fee waiver, you can just send an email to the admission contact or program coordinator asking if you could get it waived for you. I think getting funding is more important that getting an application fee waiver. I was fortunate to get one fee waiver amongst all the schools I was looking to apply to.

To be honest, I left most of the groups when I was about to travel due to rumors going round that phones were being checked, and it got some people in trouble and all that. But I remember that it was from one group I joined that I got to join all others. So if you can get a link to one, people might end up dropping links to other groups there. I hope this helps
