My ustadh said that sometimes in few case someone who can't speak arabic is accepted there. Sometimes who can speak arabic is Rejected.. It's depend on the qadar of Allah. Just try the best to apply and make a lot of dua.. Inshaallah what allah choose is best..

For you, I will advise you to apply for the language institute . If you are accepted then you can study the Arabic language for two years and then after, you can enter your preferable college.

Only the science department require you to have an IELTS certificate but the Islamic department does not. And If you choose the the science department at least you should understand Arabic 60% because you will have some Arabic courses to be done in the science department.
