Fear has an internal cooldown for each champion. That's why you didn't fear with fiora with your ult that one time, and the one time she tried to reflect your fear, you didn't get stunned bcoz the fear internal cooldown was still counting down. (Similar to udyr stun)

Tbf, nothing in the tooltip says that you can't fear them with the passive part of Q while the ability is on cooldown. So I'm not surprised that people just don't know that. Pretty sure he's had similar situations in his other Fiddle games.

Fid if hold position in lane act like passive when use W or E will active fear same as out of sign in bush,and if active that fear your Q won’t fear that target will only deal damage.
