Here is a suggestion: I am going to lobby LA county supervisors and city Council members to exempt mom and Pop landlords 15 units or less from paying any taxes fees or utilities if the landlord is involved in an eviction or has served a three day notice. Also exempt the property owners from paying property taxes, which has to be approved by the state legislature and the governor. If we don’t get paid, they don’t get paid. PERIODT!!!

Thank you Dennis for putting on these very imformational seesions. Question: I have duplex in LA (RSO)..1 tenant constantly falls behind behind 2-3 months late in rent surpassing the $2544 Threshold. I would like to NOT accept any rent unless they are williing to pay in full. Am I within my right to not accept partial rent? Can I refuse to partial payment? if they are behind 3 months and they only want to pay 1 month?

You certainly can reject a partial payment. As soon as you are above the threshold you can then commence the eviction.
