After puberty, the bones are more dense and better able to withstand a crash. Before puberty, a child of the same size is more likely to be injured.

100 meters from my home a speeding car forced a right of way, which I and my daughter were in... I can tell you right away that with booster seat (the backless one; full seat is called baby car seat) she would not be unharmed. I call spending 100 USD on a good car seat for my own child to be "unaffordable" an excuse, poor and really ill conceived... You literally never know. Take precautions, because it's your child's life or health.
