It’s very interesting you chose the governor as as favorite, I don’t think David morrissey gets enough credit for his astounding performance as Philip. I feel he was much worse than negan because of a few factors, mostly regarding his lack of care for the safety of his people to reach his end goal. However that’s just my thoughts.

@@gregori4686 my apologies for the confusing wording of my previous comment. I often have trouble finding which villain I think was better/worse than one or another. I think that the governor was more “evil,” than negan. The reason being the fact that in the ending battle of the prison arc, he knew that he wouldn’t be able to hold the prison from walkers even if he won. He didn’t care, and just wanted to hurt people at that point. And that’s what I think separates the governor, and negan. Negan had a cause, people he was fighting for, the governor, he could never get over himself, and eventually it was his own demise.

"The Governor" Philip Blake from season 4 is actually based on a 2011 spin-off novel by Robert Kirkman called TWD:Rise of the Governor, and the second book is Road to Woodbury, i remember reading it in high school. They're great books and the character wasnt adapted that well.
