I have a theory here guys. People who get these lower ranks get higher odds because EA wants people to be more invested because imagine this. You’re a rank 5 player and you pack inform Neymar or something. You’re gonna be wondering “if that’s rank 5 ,what’s rank 2 gonna be like?” so you start investing more time into the game and potentially buying fifa points to open packs and get those Meta players to improve you’re team which is more money in EA’s pockets. They also maybe give better rewards to “level the playing field” which is kind off unfair because people who invest more time and/or money should have better teams, so I don’t know.
