Was your earmuffs came in fully sealed packaging? I received one from amazon with a half-sealed packaging, half of the card box opening at the back bas been pealed off and there is a safety manual placed inside the opening like yours @2:12. I wonder if it is some sort of requirement to include a safety manual for hearing protection product which originally not included, so someone had to peal open the package to put a safety manual inside before shipping out.

If I remember well I had to break the back of the packaging to take the earmuffs out so yes fully sealed, no manual.
