Not gonna lie, Jaleel White was really able to pull off playing a feminine girl when he was 13 years old. Without that pair of Urkel spectacles, he would've been pretty looking with a wig, some makeup, and a cute dress. But as he got older and had gone through puberty, he lost the feminine looks.

This is why Steve tried to stop Myrtle several times in the later seasons. Even he knew what it felt like to have his personal space invaded and stalked relentlessly because of what Myra did to him in season 5 on a worse scale. Steve understands how Laura and her family felt about him doing the same thing. He reflected on himself and accepted it was time for him to mature.
