mysql_secure_installation was a shell script available on Unix systems.
This shell script enabled users to improve the security of their MariaDB instances by:
1) setting passwords for root accounts,
2) removing root accounts accessible from outside the localhost,
3) remove accounts belonging to anonymous users, and remove the test database that can be accessed by them.
The script could be invoked without any arguments. After it has been invoked, it would have walked the users through the necessary actions they need to perform to secure their MySQL or MariaDB Server instances.
Starting from MariaDB 10.4.6, mysql_secure_installation is a symlink to mariadb-secure-installation. Nowadays, though, many of the reasons for the existence of this script no longer apply due to changes in the authentication: authentication from MariaDB 10.4 is different as Unix socket authentication is applied by default: now, there's no need to create a password for the root user.
