What the govt did was good and appreciable if we compare it with a govt like Modi's would so in a similar situation but you need to understand that what they did was their duty not a favour on the society or those in children. The government is supposed to work for the welfare of the sociery (if they do it or not is a different matter), otherwise what are they elected for? Comparitevly, other countries had already been free of the disease and India was one of the last ones to do so.
