Spinel is not at all the strongest, collector is able to destroy gigantic structures very quickly, he can control the sun and the moon, and he has a very great strength (as seen in the episode "king's tide" of the owl house). and I'm not even talking about bill, who can eat the earth as if it were a common apple, he can literally go into space, and he still has many other powers that you can see in the comments of this video or in a video with all the powers of bill.
