According to what I know is that they charge for facilitating the wedding and to register the marriage the same way you would pay the lawyers to do it for you. There's nothing wrong with them charging for these particular services. Some even incur costs for traveling to the wedding ceremony so there's nothing wrong with being reimbursed for that
