What is the intention of casting black topping roads when th night temperature nearly zero ? One of my Road expert friend says : black topping of roads using asphalt technology is never recommended when the night temperature is below 16 degree celcies. Are DoR is using new technology for black topping the roads during mid raining or mid winter months in Nepal. 90% roads is blck topped either during rainy months or pick winter months. Why th so- called road expers who are hired by WB. ADB do no speak about this technical crime and monetary corruption in Nepal ?
