Correct. Located right nextdoor to shin chitose airport and still connected to it by taxiways, the original chitose airport is now an exclusive JASDF base where the 2 Japanese 'Airforce One' VIP aircrafts(typically used by the Emperor or the prime minister) are permanently based plus lots of F15J fighters. Before shin chitose airport was opened, the original chitose was a dual-use civil+military airport(exactly like the Dalian airport in PRC today) when I flew to Hokkaido for the 1st time in 1977. However, the 2 runways @ chitose airbase are still occasionally 'dual-use' by airliners from shin chitose airport today whenever the 2 runways of shin chitose are under heavy maintenance/repair. U can easily see part of chitose airbase if u look towards the northwest from the international terminal of shin chitose. A lesser known but interesting fact about chitose even some japanese citizens do not know: Because chitose airbase and shin chitose airports are physically connected by taxiways, the government technically defined them as a single airport system(normally seperate in actual operation) and therefore taken together, chitose is THE largest airport in Japan by land area.

To understand why minami chitose station has lots of train service today even though it was designed for the original chitose airport located west of this station but already closed 34years ago, look to the east instead: From the east(higashi) exit of this station, the largest outlet mall in Hokkaido is only a 2mins or 170m walk away....
