Combustion in Rotary Kiln - Fuel/ Air Mixing

How is the momentum ratio C-C defined ? I mean is this momentum defined at the vertical plane where the primary air + fuel is ejected from the burner ? Is the ratio equal to the primary air momentum + fuel momentum to the secondary air momentum ?
