Naaman was a Syrian, therefore a pagan. He worshiped pagan gods. What the prophet Elisha ordered him was a purification ritual that the Jews call mikveh. When Naaman bathed 7 times in the Jordan, he was cured of leprosy because he fulfilled a ritual of true worship.
