How dies one carry whip when out and about in the ready position?

Legal answer: in UK it's about intent. If you carry an item with you with the intent of using it as a weapon, you're going in. Carrying it in your bag on the way to training or to ride your horse is perfectly justifiable, as is going to a BDSM party. But if you were to try some carrying methods in the privacy of your home, just out of curiosity, I'd suggest having it either in your left sleeve, handle towards the palm, thin end dangling near your chest. Or you can try wrapping it around your waist, tucking the ends inside the trousers. 😎

Other than the leather and thick construction it has a weighted end

Shorter and weighted is preferable because longer whips rely on cracking and are not effective. With whip like this, it effectively handles like a poor man's short saber and is effective at both creating distance as well as for deflecting blows or choking up close.
