Ruto hasn’t even finished 2 years in office so it’s still early to say his administration isn’t focused on infrastructure! Remember even in Uhuru’s first term there wasn’t nothing much being done it’s only in his second term that we saw him rushing to do lots of infrastructure projects in order to leave a legacy of his own! Having said that, I believe Ruto is also development conscious but all these debts together with shortage of funds are the main impediments to the effective implementation of his agenda!
