It is possible Tom, it's very hard at the beginning, but in many Asian countries including Japan and India tried it successfully. When I was in Japan a prison governor told me how exactly they did it in the sixties, the let the prisoners sit for the meditation and the guards with canes stand behind the lines, if any one tries to be "uncooperative" or "hyper active" they feel the cane on their back with quite a force. It was like conditioning but it worked slowly and painfully.

Tom Kenning At the beginning they are, but after a couple of months there are changes in their attitude, they were getting more peaceful and started to show genuine interest. I remember reading the prisoner's aversion to certain colours in prison (I think it's MIndhunter by John Douglas and Mark Olashker) they even scratches the colours off, because of its influence. Just like that they try to resist "forced" meditiation but eventually adapt...

Here in Latvia police are not as agressive as in US but if you laid a hand on a cop here you would get punched in face, put to ground and cuffed. And you would walk free after a year in prison.
