Governments shouldn't be "loaning" money to anyone. They aren't a bank. Makes me wonder if Henyard and/or per people who were strapped for cash might have been given "loans" from Dolton or the Township. I have NEVER heard of this being done in any entity of local government as it is wholly inappropriate to do this with taxpayer dollars.
