Namjoon said it in 2020 festa letter to all of them, but he wrote saranghae and I think it's a bit casual. But here he particularly said it to Jin and even the whole term for ILY i.e sarangheyo with his own lips publicly so I think it was a bit surprising for all of them and us too. But it's endearing that Jin's casual ily's has been properly replied by RM now.

Jin is the oldest member of the band. Namjoonie is younger than Jin, he definitely say he loves Jin. Plus everyone in the band loves Jin, but never said it out loud.
