I mean they can do a gt bundle as a dlc with base vegeta the other 6 shadow dragons, super 17, hell fighter 17, para para brothers. And db they can do Tao, wt tien, Jackie chun, dkp, general blue, chichi. I believe they did this on purpose to increase the longevity of the game. Look at the TOP for instance. We got a fraction of the characters in there.
