It's the same Astral in CF. I don't think the Astrals have ever changed since they were introduced so some characters (like ragna) get old ass Astrals and some characters (Azarel) get giant budgets. Naoto is meant to be "oh, this guy is just brown haired ragna" so they made his astral like his I guess.
