A lot of them were wearing armor below their uniform, some on top. But a full set of armor seriously restricts your movement, not something you want in a chase against a drug cartel's runners or sicarios. Therefore, they're wearing light armor. It'll stop a bullet or two from the right angle, yet still be light enough for movement. But this means that your vest will have certain unprotected areas. The most common areas? Side. In light vests, the front and rear is the most well-protected. The side has barely any, and you can't really protect that well from above either. In an ambush like this, the best armor in the world won't save you.
